1. C-FB school board election source of ongoing controversy
In Place 3, Karin Webb received 54.52 percent of the vote to Howard Fisher's 45.48 percent.
Place 4 was a slightly closer race with Richard Fleming receiving 52.47 percent of votes to John Tepper's 47.53 percent. Tepper had served on the school board for close to 20 years.
However, residency questions and lawsuits kept Fleming from claiming his seat until September.
Board president Lynn Chaffin declared Fleming ineligible to serve in June after records from the Denton County Appraisal District, the Dallas County Appraisal District and a formal land survey indicated that Fleming’s north Carrollton residence was in Lewisville ISD, rather than C-FB ISD.
In September, Judge Ken Molberg of the 95th District Court ruled Richard Fleming “is awarded the full right and title to the office of trustee, Place 4” and the Carrollton-Farmers Branch ISD board of trustees must seat him.
“Instead of being embraced by the district as the first African-American school board trustee, I have been relegated to have to defend my eligibility, most importantly my residency, which should have been a moot point by now,” Fleming said after the judge’s ruling. “The school district has been against me from day one which is a sad state of affairs in public perception and in reality.”

" I agree with the judge! If Mr. Fleming was ineligible he should have been told prior to the election not after he won. The citizens voted him to represent them. The hundreds of thousands of dollars spent for the hearing could have been used for teacher salaries or students, Not for the personal egos of the previous board. "
