Hispanic Chamber takes new name, nonprofit designation

After 10 years of operation, the Collin County Hispanic Chamber of Commerce is undergoing a transformation. On Tuesday, its board of directors voted to convert into a nonprofit organization entitled the Hispanic Business Foundation.


Along with the change in name and structure, the organization’s founder, Humberto Rodriguez, has stepped down as board chair. He is reported to have said that said 10 years is long enough to be the leader, and that he wanted other people to have the same opportunity. Minus a new board chair, who has yet to be decided, no further changes in staff will result from the transition.

Shifting away from the emphasis on marketing of the chamber, the HBF will focus on leadership and business development training. Its mission statement is to provide educational and economic development opportunities for minority businesses. General Office Manager Carol Rodriguez called the organization’s new approach a natural evolution.

Instigating the process was the recession. Rodriguez said that was what made the board rethink the programs it could offer, how it would fund them and how best to provide services to members. Monetary problems were straining the CCHCC. Funding was not at its past levels, as some businesses elected to participate in city-specific chambers rather than one covering a county that has seen such rapid growth in the past 10 years.

“All in all, it seemed that we needed to change something,” Rodriguez said.

The board of directors decided that change would be into a nonprofit designation. The HBF will still be for all minority businesses in Collin County, and the hope is that the new structure will make it easier to provide opportunities for members, particularly in the area of training. Rodriguez said the new organization should have an easier time attracting specialists for classes and seminars as well as supporting resources.

“When they know that they’re associating with an organization which has a mission of training and of skills development, then they’re more likely to provide those things to us and be more accepting of us,” she said. “And if they’re not the people who provide those services, that they’ll help us to provide them by giving us either a venue or moneys or the kinds of resources we need to bring in those specialists.”

For funding, the Foundation will depend on dues, gifts, bequests, donations and admissions fees paid for attendance to or participation in sponsored activities. It is expected to be up-and-running by Feb. 1.
