Prosper wastewater rates set to rise, cost of water not affected

Bills for sewer service in Prosper will see a slight rise starting in October because of an increase in rates passed by the Town Council and adopted in the 2010-2011 budget, according to Town Finance Director Matthew Garrett.
“The enterprise fund for water and sewer utilities is intended to be self-supporting by charging its consumers solely for the cost of its services,” he said. “However, sewer rates will rise slightly because we anticipate that the costs associated with providing that service will exceed the related revenues,” he said.
As a result, a modest rate hike to sewer service customers will increase the average residential customer’s wastewater fee by $10 per month.
At the same time, the consultant report noted that water rates might also require a small increase. However, the Finance Committee recommended that any increase in water service be delayed or eliminated. In the final analysis, the Council decided that the increase for water was small enough to be postponed with no great impact, but that wastewater rates had to be addressed.
At the Sept. 14 Town Council meeting, an ordinance passed including the rate recommendations of the Finance Committee to hold off on increases to water rates and implement a rate structure that increases wastewater rates.
Even with the increase, the utility may still see expenses exceed revenues by about $100,000. If that happens, the utility may dip into its reserves. However, it’s probable that with the Town’s continued growth the actual revenues will exceed these projections and the utility may not need to use its reserves, officials said.
Increases will first appear in November 2010 invoices. The new water and wastewater service rate are available at Town Hall, 121 W. Broadway during normal working hours, or online at www.prospertx.gov under Departments, Utility Billing.
