Monument signs discussed during 4B budget preview

The Mesquite City Council received a preview of the proposed budget for the Mesquite Quality of Life Corporation's budget for the upcoming fiscal year. If the budget is approved by the Mesquite Quality of Life Board it would then be presented to the city council for approval.


One of the items listed in the budget is the second half of funding of the city's project for improvements to the Gus Thomasson corridor that were approved by council last year. The city allocated $350,000 in 4B funds last year for the project. The city's total cost was expected to be $749,884.

The $3,749,421 project has to be funded up-front by the city. As the project is completed, the city can apply to the North Texas Council of Governments for reimbursement. The North Texas Council of Governments already approved the project for funding. The city is required to pay for 20 percent of the project's cost. For the city to receive its full reimbursement a new mixed-use private development must take place in the corridor.

"When they are making reimbursements they will keep 10 percent until we have our first project for vertical mixed-use development," said Richard Gertson, director of community development.

Under the preliminary budget funds will also be set aside for future repairs and maintenance to the Municipal Course Golf Course.

"We hope to get a good direction from our master plan," said Cliff Keheley, director of parks and recreation. "We are looking at the possibility of redoing some greens, bunkers and restrooms; mainly cosmetic things. We have a lot of golf cart paths that need to be redone."

During the discussion of proposed projects, councilman Stan Pickett inquired about the possibility of bonding funds out of the corporation to purchase monument signs to be placed on medians throughout some of the city's major thoroughfares.

"I'd like to see us look at the monument entry signage around entrances to our community," Pickett said. "We really are not using 4B funds to bond projects. We are only doing it for one thing right now and that is transportation. We are one of the few communities with 4B that does not use it for bonding projects. We need to look at doing more bonding out of it than just bus and rail. I see this as an opportunity to move forward some of our projects."

Dennis Tarpley, mayor pro tem, also like the idea of placing monument style signs throughout the city's entry ways.

"I thought it was a good idea when Stan first brought it up. Whatever we can do I think it is a good idea to inform citizens of what is going on," Tarpley said.

Pickett also mentioned the possibility of using 4B funds for street and alley repairs.

"Because of the way it's structured, all of the projects have to be related to economic development," said Tom Palmer, manager of economic development.

"I wish we could," said Ted Barron, city manager.
