Morris seeks another term on city council

Carolyn Morris has seen Southlake grow from a small town to a developed city, and she wants to continue being a part of the growth as a city council member.


"When I came to Southlake, it was very small with not much here," Morris said. "I've seen the expansion and city development including the town square, which was a big event here. When I first ran, we developed the 2025 plan. I also wanted to be part of the 2030 plan. I want this city to be the crown jewel of North Texas and the way to do that is to have a comprehensive plan. We're not totally finished with those plans, and I would like to see that through."

Morris is running for re-election to Place 2 on the Southlake City Council. She was first elected to the council in May 2002 and served until 2008 when her term limits were expired. Southlake city charter allows council members to only serve two consecutive terms. Morris was re-elected in 2009.

"I try to listen to what residents want," Morris said. "I have the experience, dedication and the knowledge to go about developing a quality city for the citizens. It's been a fantastic opportunity to watch Southlake develop, and I want to continue being part of that."

Morris said the city has strived to keep Southlake's development to low or medium density to keep up with the quality of life residents have come to expect. She said the city is trying to balance everything while keeping open space within developments.

"The city also encourages development of quality businesses that will really go with Southlake," Morris said. "This is a family-oriented community, and we want to bring businesses here that compliment that idea."

Morris is also a member of the city's business council. In that role, she said she looks at ways the city can develop quality businesses. She said the business council works hand-in-hand with the economic development team.

"I'm very proud of the management in this city," Morris said. "We have excellent city staff."

Morris said during her time on the city council, she is also proud of the park and trail development.

"The citizens have told us that they want more sidewalks and trails. We've really tried to focus on building more parks, trails and sidewalks," Morris said. "We have built hundreds of miles of trails because that's what the citizens said they wanted in the most recent citizen survey."

Among the projects Morris said she is proud of is the phase one completion of Bicentennial Park. She said Southlake has a lot of active youth programs that now use that park. She also highlighted North Park, which includes lacrosse fields and trails.

"We also recently opened phase one at Liberty Park, and we'll be adding more to that in the future," Morris said. "I would love to be part of the completion of these parks."

Morris said her top priorities are to continue representing Southlake's families to ensure quality of life and protection of property values, to continue to foster the residential, recreational and business development of Southlake and to continue the "responsible financial management of the city.

"During my tenure on the council, the responsible management has resulted in the reduction of the city's debt ration of 3.29 percent in 2002 to 1.49 percent in 2012 while maintaining the 2004 tax rate of .462," Morris said. "Strong financial management has resulted in Southlake receiving two AAA bond ratings from Fitch and Standard and Poors."

Morris is a former school administrator and principal in the HEB school district. She is a licensed real estate broker and former small business owner. She and her husband Tom have lived in Southlake for 17 years.

"It has been my honor to represent the residents of Southlake during the last three years. I am proud of the role that I have played in building Southlake into the beautiful city that we all enjoy," Morris said. "I am running for re-election to continue my representation of Southlake's families and ensure the protection of our property values as our city continues to develop and faces new challenges."
