Town creates video about proposed lake

In an effort to provide information to Denton County residents regarding the proposed Lake Ralph Hall and how it will affect water rates, the town of Flower Mound recently produced an informative video.


The presentation focuses on the Upper Trinity Regional Water District, its rates and its plans to construct Lake Ralph Hall in Fannin County, near the City of Ladonia. With this video, the town is encouraging residents to become involved and petition their community’s Upper Trinity Board Member to seek more economical water sources prior to the construction of the lake.

The cost to build the lake has been estimated to be from a low of $274 million to a high of $464 million, funded by the Upper Trinity Water District’s customers through rate increases. For years, the town has tried to persuade Upper Trinity to exhaust all viable alternatives prior to building the lake.

Flower Mound is contesting the permit from the Texas Commission on Environmental Quality allowing Upper Trinity to build Lake Ralph Hall. The town made a settlement offer to the Upper Trinity Regional Water District to withdraw its opposition as long as the water district took steps to explore other more cost efficient options prior to building the lake. The settlement offer was rejected by Upper Trinity.

Upper Trinity officials claim the lake is needed to supply water for the region to address the continued growth. They also claim Flower Mound’s water rates are high because the town subscribed to more water than it needed years ago.
